Duties include daily oversight of contractor's construction activities, verifying compliance with approved plans, contract Special Provisions and Virginia Road & Bridge Specifications; ensuring workmanship conforms to specified tolerances, documenting daily inspections and testing in daily reports, and preparing photo documentation of daily conditions, progress and quality. Reviewing material deliveries for quantity, approved source and certification(s), as needed. Conducting and documenting routine soils and concrete testing. Performs inspections of traffic control, environmental controls, layout, construction methods and materials, and all issues concerning the construction of the project. When areas of non-conformance are identified the CI-III shall inform the construction contractor to take appropriate action to correct these areas. Review and recommend accepting or rejecting daily reports submitted by the contractor. Ability to maintain project records, solve construction problems in the field and establish effective working relationships with clients, contractors and designers. Maintain "as-built" drawings.


Construction inspection experience on multi-span bridge, roadway widening and divided highway projects required. Experience inspecting bridges, bridge decks, reinforced concrete, deep and shallow foundation installation, earthwork, materials testing including soils, concrete and asphalt, and below-grade utility installation. Experience on DOT projects as Owner's representative preferred.


This position requires a knowledge of highway construction methods, traffic control, environmental compliance, surveying, equipment, trades, materials, schedules, and practices. The inspector must be able to interpret project plans, specifications, contracts, regulations, schedules, submittals, and detailed cost estimates. This position requires an extensive knowledge and experience in highway construction inspection and monitoring. The CI-III must be able to monitor and evaluate the construction contractor’s quality control inspection and testing systems. Ability to read plans and specifications and determine merit on issues. Ability to use a computer and Microsoft Office suite needed. Ability to observe and report on quality of construction, construction techniques, VDOT/DDOT standards, Virginia/DC Road and Bridge specifications, document and resolve field issues.

Degrees / Licenses (R)equired – (P)referred

AA Degree in Construction or Engineering Technology, NICET Level II or higher are preferred. VDOT certifications in WorkZone Safety, Asphalt, Concrete, Soils & Aggregate are required. Virginia DEQ Erosion & Sediment Control certification preferred.


Project locations in DC, & Northern Virginia. The focus of inspection needs is in Virginia and District DOT projects. VDOT certifications, NICET Level II or higher, DEQ erosion and sediment control training and certifications preferred.
