Provide direct construction project management services in the delivery of client projects. Provide project management and/or oversight for multiple tasks or program for a client. Develop and implement construction quality control and/or quality assurance QC/QA plans as needed. In coordination with the Practice Leader, develop and implement standard practices/work plans for the delivery of construction management services in conformance with industry standards and ISO. Supervise assign staff. Perform detailed constructability reviews for assigned projects. Perform detailed technical reviews of project schedules, claims. change orders and cost estimates. Either directly or in coordination with design staff, provide technical interpretation of construction phase design issues. Promote eConstruction practices.

Conduct direct inspection of work in progress to ensure both contractor and KCI performance. Coordinate project staffing and services to meet contract performance needs.

Work with the Practice Leader to develop and respond to proposals. This includes technical evaluations, staffing and fee proposal development.

KCI is seeking to hire a construction management professional with significant and diversified experience in the delivery of construction projects in an Agency and Client support capacity. The majority of the work will be with local public works and DOT clients. This includes construction project management and contract administration, construction QC/QA, project delivery and close outs. The candidate will also be responsible for oversight of KCI contract and inspection staff performance. Projects include a full range of public works infrastructure (roads, bridges, drainage, water/waste water, landfills, transit/traffic etc.) facilities, environmental restoration (BMPs, Streams), asset management (Pavement, Storm water etc.) and technical services (scheduling claims, etc.) This position will be expected to manage multiple concurrent projects and supervise and direct assigned inspection staffs. The successful candidate must be able to proactively deliver a project from an owners perspective with a global understanding of the contact, technical requirements of the work and relationship needs of the project stakeholders.

This position needs to be both a team player and a team leader. Duties will require both hands on participation as well as a broader role in the procurement and delivery of these services.


The Construction Manager is expected to have a minimum of 10 years of diversified experience as a construction manager directly responsible for project delivery. Responsible either directly or in conjunction with assigned field inspection staff for the delivery of client projects. Perform independent work under the broader direction and oversight of the Practice Leader. Direct and supervise assigned project staff. Be competent in standard construction management practices. Capable of implementing and using a wide range of eConstruction applications for project records, information sharing and data collection. Technical competency in multiple different types of construction projects. Experience in the interpretation and application of the technical requirements and terms and conditions of contracts, agreements and permits. Perform detailed constructability reviews of assigned projects. Ability to provide technical supervision and leadership to inspectors; read and interpret construction plans, contract specifications; apply engineering principles to determine field adjustments, maintain detailed records, perform require testing, and communicate effectively with agency and contractor personnel and the general public.

Specific experience with P6, CM14, eBuilder, Bluebeam, Means Cost Estimating, claims review and cost estimating is desirable.

Degrees / Licenses (R)equired – (P)referred

Bachelor's degree in appropriate discipline of engineering or architecture to include Architecture, Civil, Structural, Mechanical, Environmental or Electrical Engineering or Construction Management. Professional experience in lieu of education would be considered for highly qualified candidates..

USACE CQM, LEED, Professional Engineers License (Maryland) and/or CCM is highly desirable.

Technical inspection certifications; NACE, MARCPT, NICET, IBC, etc. are of interest.
