Construction Project Manager must be able to competently direct the delivery of any construction project and supervised staff at the field level and concurrently be part of the KCI team at the program level. The candidate must be technically competent in; typical public works construction practices, use and application of construction contracts, construction contract administration, construction management and inspection practices and performance under professional services contracts. CM will function in an Agency role and be responsible for oversight of project schedule and budget as well as quality assurance of contractors work. CM will be required to prepare and analyze schedules, prepare cost estimates and negotiate change orders, maintain document control, solve construction problems in the field, and establish an effective working relationship with clients, contractors, and designers.
CPM will also be expected to perform detailed constructability reviews, cost estimates and preliminary project schedules for clients.


Construction Project Manager capable of managing multiple concurrent projects for multiple different public clients. Will also be responsible for the direct supervision and oversight of subordinate inspections staff. Should have a broad understanding of the delivery of public works type projects including; highways, bridges, roads, utilities, (water, sewer, storm drain), storm water facilities, infrastructure management programs, general civil and facilities.

Maryland PE and/or CCM a plus.


Knowledge of the construction process, particularly in public works type construction. Strong technical ability to read and interpret plans, specifications and contracts. Familiarity with CPM scheduling and standard scheduling software. Familiarity with cost estimating and standard estimating software. Ability to manage budgets. Familiarity with establishing and maintaining document control on a construction project and use of document control software. Ability to use a computer and Microsoft Office Suite. Strong writing and speaking skills. Ability to work with and establish relationships with clients, contractors, and design engineers.

Experience in the supervision, training and mentoring of construction inspection staff.

Needs to be an advocate for eConstruction practices.

Degrees / Licenses (R)equired – (P)referred

Bachelors degree in Engineering (Civil preferred) Architecture or related Engineering degree from an accredited university preferred
Registrations or Certifications preferred; CCM, PE, PMP.
